Property & commercial claims. Closed properly.

I’m Jabber Al-Bihani — independent adjuster, appraiser, and founder of Civil Adjusters. For seven years, carriers and TPAs have sent me everything from everyday claims to their most complex losses. More than 4,000 files closed, and counting.

Every file is welcome here — large losses are my specialty, and steady daily volume always has a lane. A desk you can rely on for property and commercial claims and consulting — clear estimates in Xactimate & Symbility, reports that follow your guidelines, delivered on time. When the structure itself is in question, my engineering background backs up the scope. Serving NY, NJ & CT, including Long Island and Westchester.

What I take on

Property & Commercial Claims

Residential and commercial claims, every major peril. From everyday files to seven-figure losses, I handle your volume with the same turnaround and the same documentation — turn-and-burn or cradle-to-grave, first inspection to closed file.

Appraisal

I sit as appraiser on disputed claims — large loss files, supplements, impartial appraisals — with documentation that holds up at the table.

Estimating

Clear estimates in Xactimate and Symbility, delivered on deadline. Mitigation estimates follow IICRC S500 guidelines; rebuild estimates follow building code, standard reconstruction and restoration practices, and your carrier guidelines. No chasing, no surprises.

Building Consulting

Consulting on large and structural losses — collapse, commercial fire, major storm damage. A civil engineering background (BS & MS) sits behind every scope, so the files other adjusters escalate can land here.

Liability Field Inspections

On-site inspections for liability claims: scene conditions, photos, measurements, and a clean, factual report your examiner can act on.

Property Adjuster / Appraiser

Civil Adjusters (Independent) — Founder

I built Civil Adjusters from the ground up into a practice carriers and TPAs trust with both everyday volume and their hardest files — more than 4,000 residential and commercial claims closed across every major peril, including 500+ over $100K and 45 over $1M.

The job, as I see it: help you close. And when a catastrophe pulls other adjusters out of state, I stay put — keeping your daily files, storm claims, and reinspections moving right here.

Civil Engineer & Property Condition Surveyor

MRCE — New York, NY

2,000+ pre- and post-construction condition surveys across the Northeast — handling the field work, lab testing, and reporting. After Superstorm Sandy, I led an engineering reconnaissance team in NYC, seeing coastal structural damage firsthand at storm scale.

Field Documentation

How I document a loss

A file is only as strong as its documentation. I photograph, measure, and sketch every loss so the estimate holds up to review — from the pitch gauge on the shingle to the elevation drawing in the report. A sample from recent files:
